Regional Center & Services
A USCIS-designated regional center, and the paperwork that makes it credible.
EB5Corp sponsors offerings under our designated regional center and prepares the full document stack a filing depends on — business plan, PPM, economic analysis, and USCIS exhibits — coordinated end to end so every document tells the same story.
The Regional Center
Designation, geography, and project fit.
Our regional center is USCIS-designated to sponsor commercial enterprises within its approved geographic scope, including Targeted Employment Areas (TEAs) that qualify investors for the reduced $800,000 minimum investment. We evaluate each project for TEA eligibility, job-creation capacity, and fit with the regional center's existing industry categories before it enters our pipeline.
Project Types We Sponsor
- Multifamily & mixed-use real estate
- Hospitality and senior living
- Infrastructure and industrial facilities
- Other job-intensive commercial enterprises within TEA-qualified areas
What We Deliver
Five capabilities, one accountable team.
01 / PLAN
Business Plan
A Matter of Choice–compliant business plan built from the project's real pro forma: use of proceeds, staffing plan, market analysis, and a construction and lease-up timeline an economist can model against.
- — Project description & organizational structure
- — Market, competitive, and site analysis
- — Use-of-proceeds and capital stack detail
- — Staffing and job-creation assumptions
02 / PPM
Private Placement Memorandum
Offering documents structured for Reg D 506(b)/(c) fundraising, written to match the EB-5 source-of-funds and lawful-source narrative your investors will need to submit with the I-526E.
- — Subscription agreement & operating agreement coordination
- — Risk factors specific to EB-5 timing and redeployment
- — Escrow and use-of-funds provisions
- — Reviewed alongside your securities counsel
03 / EA
Economic Analysis
A job-creation study using RIMS II or IMPLAN multipliers tied line-by-line to the project's actual construction and operational spend — built to survive a USCIS economist's review, not just pass a first read.
- — Direct, indirect, and induced job counts
- — Construction and operational job methodology
- — TEA verification and multiplier documentation
- — Sensitivity built in against cost overruns
04 / USCIS
Filing Support
We package exhibits, reconcile the business plan and economic analysis against the offering documents, and keep records organized so counsel can assemble a clean I-956F and downstream I-526E filings.
- — I-956F exhibit assembly and cross-referencing
- — Ongoing record-keeping for I-829 evidence
- — Coordination with immigration counsel on RFEs
- — Amendment support as the project evolves
05 / BUILD
In-House Development
For sponsors who need more than documentation, EB5Corp can take on development directly — construction management and asset oversight from the same team accountable for the job-creation numbers in the economic analysis.
- — Site selection and entitlement support
- — Construction management
- — Asset and property management through stabilization
- — Aligned incentives between builder and filer
